Title
Authorizing the Mayor and City Clerk to execute service contract(s) as needed with Daystar Computer Systems, Inc. for an upgrade of Legistar.
Body
WHEREAS, in 2003 the City Clerk's Office, the Common Council Office, and Information Services issues an RFP for a legislative tracking system and used a competitive process to select Daystar Computer Systems, Inc. to provide the software and services as required by then-existing sec. 3.61 of the Madison General Ordinances; and
WHEREAS, the system selected and known as Legistar has been in production now since the beginning of 2005 and the City of Madison wishes to upgrade to the most recent version of the software known as Legistar L5; and
WHEREAS, to effectively accomplish the upgrade, support services such as software installation and configuration, data conversion, and staff training need to be purchased; and
WHEREAS, Daystar Computer Systems, Inc. is the sole source provider of these services; and
WHEREAS, because this contractor was chosen as a sole-source provider of these services, and the total contract price is over $25,000, approval of the Common Council is required by MGO 4.26(4)(b) (the new purchasing ordinance replacing sec. 3.61) and signature by the mayor and city clerk are required by MGO 4.26(5).
NOW, THEREFORE, BE IT RESOLVED that Daystar Computer Systems, Inc. be approved as the sole source provider for support services for the upgrade of Legistar to L5; and
BE IT FURTHER RESOLVED that the Mayor and City Clerk are authorized to execute service contract(s) as needed with Daystar Computer Systems, Inc. for the above-described services, not to exceed $57,000.00.
